Zhlatomir the Unholy is a soulblight vampire.[1]

He drove out a horde of skaven from their war-burrow and raised a mighty bone city, Mausol atop it.

However it was in turn later overthrown by the swarm raised by Lord Hakkrit of Clan Fang who claimed the hidden mass of warpstone and technology that had been left behind by the orignal skaven. [1]
