During his rise to power as the Thiefmaster of Izalend Malvo L'Polche Guinmark waged a decade long campaign of murder and bribes to rein in the street gangs of Izalend, including the Icehearts. The Icehearts and many other street gangs paid tribute to Malvo and his Brotherhood of Larcenists during this time.[1b]
His successor, Yhorsk Casran, proved to be far less adept at running the Brotherhood of Larcenists and keeping the criminal organizations of Izalend in check. As a result the Icehearts and their rivals, the Oilboys, broke out into turf wars often.[1a] Yhorsk even began paying the street gangs to keep them from rising up against him.[1b]
